CHAPTER 58: CHAOS.

The first thing they did, or more importantly Pablo did, he pulled out a tablet from one of the drawers in the office and put it down on the middle of the table, which to Joseph was kinda impressive.

Like that big screen and everything with it, he still was amazed by the technology, and he couldn’t even use his phone that Pablo gave to him... and now he pulls out this big ass tablet.

"This is the map of Vienna." He said as he zoomed out to see the layout of the city better. "23 districts all over the city and we are currently in the first district," he said as he looked up at Joseph. "But there is the problem, we can’t take over the first district so we need to go for the second or third district that’s closer to the city center, or if not, then go for the 6th and 9th district as they’re on the outskirts."

"Why not this district?" Joseph asked, because in his mind this was the move, take the district they live in and everything can go smoothly.

"As we talked about it earlier, we are now kinda powerless... or more like we don’t have any influence over things. No connections, nor anything we could use to bribe people or threaten them, and this, the first district is the richest one, with all this neighborhood of millionaires and billionaires... these are people who have influence... this district is in their hands. They aren’t criminals, just the richest of the country with political power in their hands." Pablo explained, and now it made sense to Joseph.

They are literally in the middle of the most influential area without any influence over anything.

"Then what about the 6th and 8th you said?" He asked, and Pablo immediately zoomed to that part of the city.

"This is why I think it’s the best move for us right now," he pointed as he explained. "Its a district with people who work for minimum wage or less. This whole district is just a concrete block with high-rise apartment buildings that just look like a horror town. But this is the beauty about the 6th district," he leaned back. "Apartment buildings that are just built in rows and some of them even are unoccupied. We can use it like a distribution center, to supply dealers until we grow bigger. These apartment buildings are like a maze, and a raid from the police or the DSA would be a nightmare for them... though I don’t think they care about it anyway."

"But that’s only just a block in the district and not the whole thing." Joseph said, as it was truly just apartment buildings and nothing more.

"Yeah, but if we take over the block, from that on the business can go smoothly and we can take over the whole district underworld," Pablo explained once again, and at the same time Joseph already knew what to do, not just take over the underworld but maybe even the people itself.

"How many people live in that block?" He asked, and Pablo, well he just looked at the map and judging by the size of those high-rise buildings and how many of them there were, just said a number.

"Like maybe ten thousand."

Ten thousand people with minimum wage in 40-year-old apartment buildings that are crumbling... life is despair and suffering for them, so what they need is someone to help them... like my father did.

"How dangerous is that block?"

"I mean for us it’s not, only street gangs, some dealer taking over it. Young guys who act like they’re leading a drug empire." Pablo explained. "They have pistols, some switches and that’s it, nothing more."

"What about the whole district, there are gang territories?"

"Exactly, Ravens, 23rd Street, 9Bangers, Hawks, and a lot of kids who think they are someone... and they are also fucking retarded, all of them." He laughed as he said it. "They literally have on like colored bandanas, or even their clothes matching, like yellow, blue or red, so it’s like a safari... just roll up and look for the colors and shoot."

A typical street gang and gangs that came from different blocks, that’s what the 6th district is all about, and those gangs terrorize the people. And Joseph knew it too, and now it became more like a reality what he needed to do, though there were more questions in his mind about this whole situation.

"I heard there is a mayor system like their own government, so what is the 6th district mayor doing?"

"Nothing. He has ties with some of the gangs that are giving him money, so he slows down investigations, or helps other ways... people already held protests and even wanted to file a petition up to the parliament, though they failed because he just ripped the petition apart."

"And Olivia said there is no corruption... what a fucking lie." Now even he chuckled. "What these fuckers deal with?"

Pablo smiled. "Weed and nothing more because they are fucking dumb to do so."

"Dumb?"

"Yeah, three of the gangs tried to deal with fentanyl... 32 died from inhaling it. And then they tried cocaine, got scammed and were sold some mix of chemicals... 12 dying while trying it." He looked up, and Joseph was just mentally blown away. "So they mostly deal weed and some party drugs, nothing more."

As he finished it, Joseph closed-eye because he almost just busted out laughing by hearing it... like how the fuck did they get fucked in the ass this much... they are truly fucking dumb.

"Ahh..." He wiped the tears that came out from pushing down the laughing. "What about the supply chain, where they get the weed?"

"The only part they are clever about." Pablo said as he zoomed in at the apartment block once again. "This apartment complex is huge, and they were smart and made a deal with the owner of it, and the basement is theirs, all of it, a big-ass basement where they’ve built the weed farm out." He looked up. "Like a legit one, like a whole lab. Not just that, but other apartments too, they own multiple floors where they’re just growing weed and nobody is doing anything against it."

"So they are dumb and not dumb, huh?" Joseph asked, as it was confusing how they got fucked and in the same time they were clever enough to build up weed farms.

"Well, they’re only dumb on the street, like this street thug mentality is all over them, while they could have built up a weed empire. But for them it’s more fun to ride around, shoot, kill, and that’s it." Pablo explained, and well, he did it well.

These street gangs in Vienna are all about respect, they only care about it more than money. For them, fear and having the streets talk about them is more important than anything. Literally, they want to be on the news, that’s how dangerous they want to be seen. They don’t care about robbing banks or stacking cash quietly, they want their names shouted in fear. If someone talks back, they make an example out of them. Not for revenge, for reputation, for the message.

That’s why every move they make is loud. Drive-bys in broad daylight, shootouts outside clubs packed with tourists, social media stories with masked faces, guns in hand, and captions like "We run this city."

"Though they fucked up many times... fucked with the wrong people like Vincente." Pablo continued. "Once, a gang called 23rd Street killed Vincente’s smugglers and stole cocaine and, well, next morning 31 of them were killed, and the cocaine was taken back."

"They’re nothing compared to real gangsters, the mafia," Joseph said.

"Yeah, just playboys. That’s why the 6th district, moreover that block, is good for us. The gang taking power in there are the Ravens. They have around 200 members, and they are fucking weak. No big weapons, as I said, and if attacked, more than half will run away in fear."

"Good." Joseph said simply as he leaned back. "But we need to start big to send a message. First, we kill the mayor who’s backing them to show we’re not fucking around. At the same time, these Ravens... we’ll kill some of them, and like we discussed earlier, hang them up with a message," Joseph explained. "But we won’t stop there. We’ll go on to kill as many of them as possible, so fear won’t just be an emotion for them, it’ll become their reality." He looked up at Pablo. "They wanted to be famous? We’ll make sure everyone remembers them, when their bodies are hanging from bridges."

Pablo felt it once more, the excitement of it. His leg was shaking by just hearing what Joseph said, the plan to kill all of them, to literally evict them from their own block.

"What if we hang their bodies on their enemy territory with the message you said earlier, like ’Leave before you hang’?" Pablo asked.

"Yeah, it will be perfect. Though the most important thing is after the mayor dies, we need to get our hands on the next mayor. In that way, we can help the people in those blocks."

"Ohh, you want to be the hope for them?" Pablo asked as he smiled, already knowing what he was talking about.

"Of course, give them the feeling that they are protected and cared about. With that, we can recruit people as well, and of course the weed production will be ours."

Now the plan was intact and kinda simple... take over the block, give hope to the people and use them to build up the family.

"About drugs... should we steal or not from Trevor and Vincente?"

"We leave out Vincente for now. His family is powerful, so we turn toward Trevor. Search for warehouses, steal as much as we can and burn the rest to send a message... actually, we should do it simultaneously so people clearly get the message."

"Then it will be a operation." Pablo said. "It will not just send a message but create more chaos... how good is that."

Pablo was right. This whole thing they will do is going to create not just chaos, but the chance for them to become what once was the Cassian family... and with that, get back the influence and power.

And it wasn’t just about that. It will become clear that a new player has entered the underworld. That’s what Joseph wanted, to show the underworld that the ideal world they built for themselves is now falling apart. The hierarchy is gone, and with it comes chaos. And chaos is the best time to move, when everyone is pointing fingers, when families and gangs turn against each other.

That’s when they can move in silence... silence that was actually everything but that. Because moves were already made against Joseph and the family... a hit team were already been sent out to take his head.

Chaos with more chaos... what a recipe for greatness.
