"Alright, you can all head back now. Until this matter is fully resolved, stay put and await further summons."
Seeing how obedient and cooperative Totomaru was, Aqua nodded in satisfaction before addressing the four of them.
As key witnesses to the incident, the four would undoubtedly be summoned again later.
Aqua could have taken them all in right then, but given Makarov's willingness to take "responsibility," he allowed them to return home and await official summons.
