Fatigue is a more severe state of exhaustion, where all physical indices are at their limits, only able to barely maintain flight or walking, unable to sprint or fly swiftly.

Take the Skull-Headed Flyer for instance, if it enters an exhausted state, its maximum flight speed is only 90 kilometers.

If it enters a fatigued state, it can only fly at a minimum of 30 kilometers per hour.
