Soo-ah isn’t even mentioned in the game’s story. At most, if she did appear, she’d just be a background NPC. Most likely, she was randomly generated with stats equivalent to a mid-level police team leader.

Her potential… probably isn’t that high either.

In other words, despite her growth, she still has untapped potential.
