The person who wants to become always need to fullfill conditions to become the god.

For example if one person wants to become the god of fire then he should have cultivated fire element to extreme, at the same time no other person should be sitting on the fire of god permission.

However it's not like they can't breakthrough in god realm of someone is really sitting.

Its possible but the conditions are too harsh again, they can either kill the person who has the god position which they need or with either surrender to them, become their guard, slave, or anything the person who has inherited the god position which they need.

After they gets the permission from them, they can breakthrough in sub god realm.

That means in god realm but still below with same realm cultivator and even more lower who has that god position which they need.

In fact the first generation god realm cultivator are powerful, it should be opposite as they don't have any knowledge about that element, god position before.
