Tsunade actually said that Yoruha's summoning beast is the Three-Tails. This was beyond the comprehension of the two advisors. In their understanding, tailed beasts could never be tamed by humans, let alone willingly serve as a summoning beast.
The two were unaware that Uchiha Madara had controlled the Nine-Tails as a summoning beast, nor did they know that Uchiha Obito could also summon the Nine-Tails.
However, even for them, it was only possible to control it after using the Sharingan to subdue the Nine-Tails.

The two advisors looked at Yoruha, their voices trembling as they asked, "Yoruha, is what Tsunade said true?" Yoruha felt a bit speechless; why bring this up again?
But Yoruha wasn't impatient. He understood that it was the first time the two elders had heard of it, and they were bound to have doubts.
So, he nodded, "The Three-Tails is indeed my summoning beast." After Yoruha's confirmation, the two advisors nearly fainted from excitement.
They were so thrilled they almost passed out. "So, this means our Konoha has two tailed beasts, and one of them is controllable." "The Third really had a much better eye than us."
The two advisors marveled at the Third Hokage's foresight in recognizing Yoruha's potential. Of course, they had no idea that while the Third knew Yoruha was strong, he never imagined Yoruha would possess such extraordinary power.
Yoruha ignored the two advisors and turned to Tsunade, saying, "Lady Hokage, I want to seal that person inside Sasuke." The two, still in shock, immediately opposed, "Absolutely not. That person is too dangerous. If he takes control of Sasuke, what then?" Tsunade frowned; she also felt it was inappropriate.
However, she did not immediately oppose it but instead looked at Yoruha and asked, "What are your thoughts?" Jiraiya also turned his attention to Yoruha. He hadn't spoken earlier, but he trusted Yoruha.
Given Yoruha's immense power and the fact that he hadn't made any excessive demands on the village, behaving no differently than usual, Jiraiya knew Yoruha was trustworthy and had the village's best interests at heart.
Yoruha thought for a moment and then said to Tsunade, "That person possesses the legendary eyes, the Rinnegan."
"After eliminating that person, I gained some fragments of his memory." "From those memory fragments, I learned that he came from the Ōtsutsuki clan, the family of the legendary Sage of the Six Paths."
"In that clan, when they are near death, some choose to seal their chakra inside someone else."

Yoruha's words left them all astonished. They all turned to look at Yoruha. Yoruha explained, "From the memory fragments, the Otsutsuki clan is a group from beyond the heavens; they aren't from the ninja world."
They nodded in understanding. If they came from beyond the heavens, they could accept it. After all, no one knows what exists beyond the heavens, and since they come from there, the number of people who can reach this world shouldn't be too many. They then turned their gaze to Sasuke.
Tsunade asked, "If you seal that Otsutsuki within Sasuke, what if Sasuke gets controlled?"
The two Hokage advisors also said, "Tsunade is right; it's too risky. Konoha already has the Nine-Tails Jinchuriki, and you have the Three-Tails. There's no need to add another Jinchuriki, especially one so uncontrollable."
