Jimmy walked back to the apartment with the documents, considering whether to submit them since they were obtained privately.

Perkins was already dead, and those watching him were gone too. Whether this Deep Red Rose was alive or dead didn't really matter; based on the manpower they've mobilized, they posed little threat to Jimmy.

Should he just take them down once and for all, directly eliminating this organization?

Either act himself, find an opportunity to leave New York and visit Canada. Going to Canada under the guise of tourism shouldn't be a big problem.
