Both the Concealment Technique and the Concealment Spell are forms of Stealth Ability, yet they are unconnected and independent. Although they distinguish High Rank Hunters, neither is an essential step in the Cultivation of High Rank Hunters. A Hunter can fully skip the Concealment Technique and directly cultivate the Concealment Spell; there is no connection between them.
Overall, a Technique is a Technique; it will not transform into another Technique. Unlike Adventurers with Class, Techniques don't have the opportunity for rebirth; they are unlikely to change much.
