Celebrating a promotion is a good thing; everyone having a dinner gathering is quite normal and part of regular team building, nothing shady, and there's nothing to fear about gossip.

Lin Hao wanted to use tonight's dinner to publicly support Liu Tingting, so she wouldn't be undermined by those in the County Party Committee Office.
