Overtly there was no movement, but once these people privately connect, things could get very troublesome.
"Whether this matter is true or not, I hope everyone refrains from spreading it." At the end of the meeting, Gust deliberately emphasized once more.
The surrounding phantoms faded, and Li Ming still pondered deeply with his head down.

The Federation lacked motive; they could get the Eternal Silence Star just by sending people secretly, without needing to draw so many people over.
Doing this would only cause a bigger fuss, plus they still needed to cooperate with the Empire to study the Dominator’s corpse.
Though cooperation and competition coexist, playing such a foul hand seemed too harsh, the likelihood was low.
An elimination approach made the answer obvious: just the Star Alliance.
The motive was naturally apparent—
To force the Empire to reveal the secret of the Red River Star Stream.
"Chain after chain, this High-level Life Form Union couldn’t pull this off before its expansion." Li Ming realized.
There might have been some tacit understanding among the Three Civilizations; while the Empire was searching for the Eternal Silence Star, the other two sides did not interfere.
But the High-level Life Form Union was not included in this tacit understanding.
