Chapter 254 - 252: Isn't There a Perfect Solution?

The ranking of rogue ninjas was based on mission difficulty. Any rogue capable of successfully defecting from the village was undoubtedly formidable, so even the lowest-ranking rogue was at least B-rank. For example, the Reanimation Jutsu needed fresh corpses as sacrifices. The only difference was that the Second Hokage didn't use villagers for his experiments.
