The military of Jianghai City had established a Survivor Base in a township outside the city.
The leaflet primarily urged survivors everywhere to voluntarily head to the Survivor Base.

Obviously, as he was a zombie, the human survivor base had nothing to do with him, as meeting humans would probably result in them trying to shoot him right away.
In the seventh-floor bedroom, Ji Ruxue also heard the commotion from the plane, and quickly used her Telekinesis to obtain one of the leaflets.
